Cheboksary-2003. June 17-20
The first day - opening the meeting. Welcome from the President of the Republic. Introductory speech of the WMO President and Director of ROSGIDROMET service, Dr. A.I. Bedritsky. At evening we get an excursion to the industrial enterprise which, in particular, produces the special missiles for hail-preventing service. The day has finalized with a reception dinner.
There we continued with discussion, mainly about the agricultural meteorology and climate studies as applied to service and decision support. Many of reports were particularly interesting, for instance: "Global warming and its influence on the agriculture" by M.O. Frenkel from the Kirov Center for Hydro-meteorology. Reporters from the local Agencies claimed to the scientific institutions about renewal of the manuals for special observations, e.g. for evapotranspiration measurements and computation (that I should note in my notebook). Many of us were pleased and inspired to see the profitable as well as "nature-friendly" agriculture with forest shelter belts, oak groves at the formerly existed ravines, and even reserves for those insect species which help to destroy pests without any chemicals. And, the system of economy is quite original: a combination of collective farming of crops (especially cereals and hop plantations) and individually breeding cattle. Thus, farming is true co-operative that enriches both farm and farmers. Third day - continuing reports (slightly troubled by a failure of the presentation equipment), a bus trip to a farm, visiting the Museum of Space and, finally, a ship cruise over the So, it was a comprehensive corporate meeting artificially convened by the Upper Volga Agency for Hydro-meteorology (see at http://meteo.nnov.ru) and its Cheboksary Center. Why did the author get an acceptance to the event? Mainly due to experimental hydrology studies can affect the better support for the crop agriculture when it needs the data on soil moisture, crop water demand and surface flow (e.g. see Agro Hydrology). I have delivered two reports:
The first of these reports is based on the recently published paper (Meteorology and Hydrology, 2003, No. 4, pp. 102-112), the second is briefly expounded here as SPCA The reports seem to be of special interest just for the area where the meeting took place, if to remember the past year drought and locally enlarged soil water erosion. |
